I have heard that if 3 or more bunkers are out of play during a round/competition that this would make the comp a non qualifier does anyone know any more about this ruling.

I think this is one that comes under major change to the course due to conditions but as always nobody can decide on what is MAJOR amd I suppose it would come down to how many bunkers the course has. This is the kind of issue that I wouls seek advice from county on or we end up with the normal urban mythe type issues.

I have checked in the CONGU Handicapping System 2012-2015 and Decision.1(e) states that competitions can be qualifying provided that the club has defined the relevant bunker areas as ground under repair. Rules of Golf Decision 25/13 clarifies that the status of bunkers defined in this way are automatically classified as “through the green” unless the committee specifically states otherwise.
No mention is made of specific number of bunkers.

I concur with my learned friend Chris M. There is no limit to the number of bunkers which may be declared to be GUR, but they must be individually identified. A global declaration that “all bunkers” are GUR would not be acceptable. The Committee may at the same time make a Local Rule prohibiting play from any bunker declared to be GUR (see Appendix 1 Part B Para 2b for Specimen) although this would probably be unnecessary as few players would prefer to play from a mucky bunker instead of taking a free drop outside it.
